CALIRED NEWS–Calvary Chapel Chino Hills Pastor Jack Hibbs is calling thousands to the Sacramento Capitol on Tuesday, Aug. 19 to stop AB 495 which he is calling “the most dangerous bill we’ve ever seen.”
Pastor Hibbs, who leads a congregation of over 10,000 issued an urgent call to action for Californians: “Mark your calendars and make your way to Sacramento on Tuesday, Aug. 19 for a rally and lobby day opposing Assembly Bill 495,” a bill critics say obliterates parental rights and creates legal loopholes making child kidnapping easy.

Registration is free but rally organizers wish to monitor the number of attendees. Monday, Aug. 11 is the deadline for submitting comments to the California State Senate.
The Threat of AB 495: A Legal Loophole for Kidnapping?
“I have to tell you, if this bill passes, I am going to ask you to leave the state of California,” Pastor Hibbs declared from the pulpit. “You got to get out. You got to run with your kids. You got to go.”
AB 495 is being loudly opposed by Irvine/Newport Beach attorney Nicole Pearson, of Facts, Law, Truth, Justice, who testified against the bill in Sacramento and offered her services to assist 35-year-old California Assemblywoman Celeste Rodriguez (D-43, San Fernando and former San Fernando City Mayor/Los Angeles County) and the other bill co-authors who drafted AB 495–which is titled the “Family Preparedness Plan Act of 2025.”
The bill is the first piece of legislation authored by newly elected Assemblywoman Rodriguez, who is promoting the measure as a “compassionate” solution for children of detained immigrant parents. But opponents warn the bill does far more, and far worse, than what its title suggests.
Besides California Assemblywoman Rodriquez who introduced the bill on Feb. 10th of this year, the other co-authors include: California Assemblyman Damon Connolly (D-12, San Rafael/Marin County); California Assemblyman John Harabedian (D-14, Pasadena/Los Angeles and San Bernardino Counties); California Assemblyman Ash Kalra (D-25, San Jose/Santa Clara County); California Assemblyman Alex Lee (D-24 Milpitas/Alameda and Santa Clara Counties); California Assemblywoman Catherine Stefani (D-19, San Francisco, San Francisco & Santa Mateo Counties); and Rich Chavez Zbur (D-51, Los Angeles/Los Angeles County).
Attorney Nicole Pearson, founder of Facts Law Truth Justice, testified before the State Senate: “California wants to let someone that is not related to your child remove children from school, enroll children in any other school in the state, authorize any medical treatment, including mental health services and drugs, without the parents’ notice and knowledge or consent. This is not fear-mongering. I’m not being hyperbolic,” she said. “These unintended consequences are terrifying, and they are unavoidable.
“Even medical decisions, including psychiatric drug prescriptions and sex-trait modification procedures, could be authorized by these unvetted adults without the knowledge or consent of the child’s parents.”

The “Family Preparedness Plan Act of 2025” would allow unrelated adults, broadly defined as an “adult caregiver” with a “mentoring relationship with the child” to assume custody-like control over a child through a one-page Caregiver’s Authorization Affidavit. The original Caregiver Affidavit Enactment was passed in 1994. No court appearance. No notarization. No parental consent or notification. No background check. No verification of identity is required.
“Presto, someone walks away with your child,” warned attorney and president of Our Duty-USA Erin Friday, who called AB 495 “a child trafficker’s and kidnapper’s dream bill. “A one sheet form will let you remove from school and enroll in another school, without parents, knowledge or consent or without speaking to the parents and getting their signature. This form does not have the procedural guard rails. It does not respect parental rights.”
San Francisco Democrat attorney Erin Friday, is a member of Our Duty geared toward protecting “children from serious harm” especially parents of young children suffering from gender dysphoria.”

Real Impact and Capitol Resource Institute have pulled together a coalition of parental rights advocates, legal experts, pastors, and concerned citizens, to hold the “NO on AB 495 Rally and Lobby Day” featuring Pastor Hibbs as keynote speaker. Other speakers include best-selling author and speaker Heidi St. John and Jonathan Keller, President of California Family Council, with more speakers to be announced soon.
“I’m going to ask all of you to drive, bus, fly, I don’t care how you get there,” Hibbs told his church. “We’re looking for a minimum of 5,000 people to be there that day.
“I need all of you to take Aug. 19 off. I want you to meet me at the Capitol steps in Sacramento because our elected leaders are trying to get a bill passed that is unthinkable. For years we have been telling you about bad bills they are doing…this takes the cake. It’s so bad that you won’t believe me if I tell you the details of this bill. In fact, on Sunday when I make the official announcement, just watch the media. Watch how they will say he doesn’t know what he is talking about. That can’t be true. That is not what it means. Or you watch and see.
“So Gavin Newsom and his buddies up there crafted Assembly Bill 495. Go do some research on it. You can start by going to the RealImpact.us website. I will just tell you this. We are looking for a minimum of 5,000 people to be there that day. Take the day off. Let your voice be heard by just showing up. You don’t have to say anything. Just stand there.
“The last time we gathered up there. It was the largest gathering in 27 years in our State Capitol. So we want to do it again. We want to make a statement. This bill AB 495 strips parents of their parental rights. They can download it, have it mailed to them, go pick it up. They fill it out and they can name a child.
“Let’s say Suzie Q., so John goes to a school in California and says I have this form and I’m asking for Suzie Q. to be put in my custody. I want to take her out of school. Watch this the bill does not require a background check, requires no identification, no driver’s license, nothing.
“Here it is: Hang on. There is no requirement in the bill for the school to call you to ask you, if it is ok for John to take your daughter out of school. It is literally being called by opponents of it (I am one of them) the California Legislature Trafficking Bill.
“It is a meat market bill. It is a trafficking bill. It is unbelievable. Don’t believe me. Read about it. On Sunday, you will be given a flyer and information but the biggest thing of all is for you to take the day off. Pray about it. Caravan, get a bus. Join people, get the word out. Maybe we can have a gathering point. Exchange information and meet up. We got to make a statement. It has to be big. This is it. This is the end.
“I have to tell you, if this bill passes, I am going to ask you to leave the State of California. You’re going to need to pack up and get out. You got to run with your kids. You got to go. If this bill passes, the State Legislature would have approved a bill written by themselves. By the way, four or five reprobates have written it. We’re going to campaign against them. If you have kids in the State of California, if this passes, you got to go.
“I would not subject my child for one second in this public school system with this new law AB 495. Your child’s safety is number one in your life. I don’t care if you like the weather and I never thought the day would come when I would encourage you to leave. Listen to me when I say, get ready to leave.
“This is the California government that somebody has voted for. I think we did by not voting. I will just sit that out. I’m not going to get involved in that kind of stuff and here we are because whenever there is an evil–evil always fills a void or vacancy.
“A man void of the Holy Spirit goes searching and brings out seven more demons worse than himself and inhabits a man because there was a vacancy because good people do not vote in California. We have idiots running this State–perverts. The nation laughs at us, but Gavin Newsom is getting ready to run for President and you laugh about it. The nation will vote for him. He sounds like Batman. He’s got awesome hair. Some people think he is handsome. That’s enough for anybody to get elected in America. That is how deep our civics are.
“But as you can tell, I am angry. I will die on this hill. This is the end of California if this bill passes. Your children are now subject and vulnerable to state sanctioned kidnapping or trafficking. We will let it continue or we will make some noise. At least in this country you can show up and stand in silence. You can come to Sacramento. I will do all the talking, if I don’t get arrested first.
“We have the Capitol Steps for the entire day. That is amazing. That is a miracle. There are people sending messages to Newsom right now. They will do what they can to stop us from showing up. But I am going to ask you to stand for righteousness and to do the right thing.”

This isn’t the first time Hibbs has rallied thousands to the Capitol. A previous event back in 2022 drew nearly 2000 people to the Capitol to protest a bill to legalize infanticide. Organizers hope to top that turnout this time.
A State in Crisis
Hibbs’ warning is dire and he isn’t mincing words. “I would not subject my child to one second in this public school system with this new law, AB 495,” he thundered.
A petition for opponents of AB 495 to sign is on the website (asking for your first and last name, email and address). It states:
“AB 495 is dangerous. It would let any adult who is not related — like a neighbor or teacher — take custody of a child just by turning in a signed paper at a school. There’s no need for a parent’s OK, a background check, or a court order. That means someone with bad intentions could take a child without the parent knowing.
“This puts kids at serious risk, including the risk of being taken by a predator or trafficker. And it takes away parental rights. Even if the goal is to help families in crisis, AB 495 goes too far and opens the door for abuse. Please vote NO on AB 495 and protect our children and families. Thank You!”

AB 495 opponents are asking for concerned citizens to complete the online petition or to call their state senator to oppose the measure.

The measure passed the Assembly on June 3, the Senate Judiciary Committee on July 1; the Senate Human Services Committee on July 7.
