GENERAL DESCRIPTION

This professional position manages the City of Fernandina Beach Downtown District. Responsibilities include project management, community programs, special events, project management, and inter-departmental coordination for maintenance and repair activities. Reporting to the Deputy City Manager, this position serves as staff liaison to the Downtown Historic District and Waterfront Community Redevelopment Area along with Fernandina Beach Main Street  

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position.  Other duties may be required and assigned.

1.    Provides leadership, coordination, and daily oversight of Fernandina Beach’s Downtown Historic District and Waterfront Community Redevelopment Area.

2.    Presents comprehensive reports as needed to the City Manager and City Commission.

3.    Serves as staff liaison with Main Street Fernandina Beach, Chamber of Commerce, merchant associations, economic development, and other public, private or nonprofit groups and associations.

4.    Serves as a project manager for all development and redevelopment initiatives of the City in the Downtown District.

5.    Provides support to the Historic District Council for the downtown district.

6.    Supports downtown special events, process, setup and oversight with sponsoring organizations.

7.    Manages downtown maintenance contracts and support staffing.

8.    Supports marketing, branding and promotional efforts for the City.

9.    Coordinates activities within the defined downtown boundaries to include Centre Street from Front to 8th, Ash to Alachua, and the CRA.

10.    Manage programs to ensure appropriate and attractive streetscape and landscape.

11.    Prepares, obtains input, and provides oversight of Downtown District annual budget, capital improvement plan, expense management, and maintenance contract management.

12.    Collaborates with Grants Administrator for grant opportunities and explores dedicated downtown funding options and develops public/private partnerships.  

13.    Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE

Education and Experience:

Bachelor’s Degree from an accredited university or college in Business Administration or Public Administration, or related field, plus five (5) years of increasingly responsible professional experience, specifically in municipal government agency, with two (2) years in a leadership position.  An equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities may also be considered.  

Certifications and Licenses:

Must possess a valid driver’s license with an acceptable driving record.

KNOWLEDGE, SKILLS AND ABILITIES

Performance Aptitudes:

•    Must be self-driven with the ability to execute a strategic vision, develop plans and goals and to create the framework necessary to implement, achieve obtain desired outcomes for City projects and programs.  

•    Ability to establish and maintain positive and productive partnerships and obtain consensus with a variety of stakeholders skillfully and effectively.

•    Demonstrates strong leadership characteristics including credibility, integrity, relationship-building, and initiative.

•    Ability to exercise good judgement and discretion in matters that are confidential and sensitive.  

•    Must possess excellent verbal and written communication skills and the ability to effectively present ideas and recommendations to both small and large groups.

•    Proficient in computer technology that would be required in a management/administrative role. 

Essential Physical Skills:

Work involves intermittent sitting, standing, walking, bending, stooping, crouching, kneeling, reaching, pushing, and pulling.  Occasionally will require extended periods of standing, walking and sitting.  May be required to occasionally lift, push, and carry up to 25 pounds.  Requires visual acuity (corrected or uncorrected) and communication with staff and the public in person and/or on the phone.  

Work Environment:

Work is typically performed in an office environment but may have exposure to inclement weather conditions, noise, fumes, and exhaust.
