7.2 FACILITIES USE AGREEMENTS – NASSAU COUNTY SUPERVISOR OF ELECTIONS
OFFICE – RESOLUTION 2023-68 APPROVING FACILITIES USE AGREEMENTS WITH THE
NASSAU COUNTY SUPERVISOR OF ELECTIONS OFFICE FOR USE OF THE ATLANTIC
AVENUE RECREATION CENTER AND THE DR. MARTIN LUTHER KING, JR. RECREATION
CENTER TO CONDUCT 2024 PRIMARY ELECTION, GENERAL ELECTION AND RUNOFF
ELECTION ACTIVITIES; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE
DATE. Synopsis: Approves use of the Atlantic Avenue Recreation Center and the Dr. Martin Luther
King, Jr. Recreation Center to conduct 2024 Primary Election, General Election, and Runoff Election
activities.
7.3 PROPOSAL APPROVAL AND BUDGET TRANSFER – ENCO UTILITY SERVICES –
RESOLUTION 2023-69 APPROVING A PROPOSAL FROM ENCO UTILITY SERVICES FOR
UTILITY BILL PRINTING, STUFFING, AND MAILING SERVICES BY WAY OF A PIGGYBACK
TO THE FLORIDA MUNICIPAL POWER AGENCY CONTRACT; AUTHORIZING A BUDGET
TRANSFER; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the proposal from Enco Utility Services for printing, stuffing, and mailing of the
City’s utility bills.
7.4 BUDGET AMENDMENT – REALLOCATION OF FUNDS IN THE WATER IMPROVEMENTS
ACCOUNT – RESOLUTION 2023-70 AUTHORIZING THE REALLOCATION OF FUNDS
BUDGETED IN THE WATER IMPROVEMENTS ACCOUNT TO PROJECT (#23020) WATER
METER REPLACEMENTS; AUTHORIZING EXECUTION AND PROVIDING FOR AN
EFFECTIVE DATE. Synopsis: Reallocate funds and provides for a transfer in the Water Improvements
account to the Water Improvements account Project (#23020) for $37,700.
7.5 CITY SEAL USE APPROVAL – WILD AMELIA – RESOLUTION 2023-71 APPROVING USE
OF THE CITY SEAL FOR WILD AMELIA EDUCATIONAL EVENTS THAT FULFILL CITY
GRANT REQUIREMENTS; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves
use of the City seal for the “Wild Amelia Festival” and “Wild Nites” educational lectures that feature the
Ron Sapp Egans Creek Greenway and help the City fulfill the educational components for certain grant
obligations.

8.1 CODE AMENDMENT – BEACH RANGERS – ORDINANCE 2023-22 AMENDING CHAPTER 90,
WATERWAYS, OF THE CODE OF ORDINANCES OF THE CITY OF FERNANDINA BEACH BY
AMENDING ARTICLE I, IN GENERAL, SECTION 90-32, BEACH RANGERS, TO ALLOW FOR
THE BEACH RANGERS TO REPORT TO THE FIRE CHIEF OR POLICE CHIEF; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Changes 90-32 to
allow for the Beach Ranger program to be housed under either the Fire or Police Departments.
