5.1 BUDGET AMENDMENTS – VARIOUS DEPARTMENTS – RESOLUTION 2023-184
APPROVING AMENDMENTS TO THE BUDGET FOR FISCAL YEAR 2022/2023; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the transfer of funds in various
Departments and various accounts in the Fiscal Year 2022/2023 budget to ensure expenditures do not
exceed the budget on a line-by-line basis.
5.2 REPEALING RESOLUTION 2023-180 FOR CORRECTNESS & APPROVING AMELIA
HISTORIC TOURS, LLC. – FRANCHISE AGREEMENT SECOND AMENDMENT –
RESOLUTION 2023-185 REPEALING RESOLUTION 2023-180 FOR CORRECTNESS;
APPROVING THE SECOND AMENDMENT TO THE NON-EXCLUSIVE FRANCHISE
AGREEMENT WITH AMELIA HISTORIC TOURS, LLC, MODIFYING THE TYPE OF VEHICLES
ALLOWED; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Repeals Resolution 2023-180 due to the title being incorrect. Resolution 2023-185 corrects
the title of Resolution 2023-180 and approves the amendment to the Amelia Historic Tours Franchise
agreement, allowing for up to three trolleys in the fleet.
5.3 PURCHASE ORDER AMENDMENT – DATASAVERS INFORMATION MANAGEMENT
SOLUTIONS – RESOLUTION 2023-186 AUTHORIZING AN AMENDMENT TO PURCHASE
ORDER 2000148 FOR DATASAVERS INFORMATION MANAGEMENT SOLUTIONS IN THE
AMOUNT OF $976.48 IN FISCAL YEAR 2022-23; AND PROVIDING FOR AN EFFECTIVE
DATE. Synopsis: Authorizes Purchase Order Amendment 2000148 in the amount of $975.48 to
Datasavers Information Management Solutions to cover overages which exceed the 2020 contract
amount as approved via Resolution 2020-42.
5.4 PIGGYBACK APPROVAL – DATASAVERS INFORMATION MANAGEMENT SOLUTIONS –
RESOLUTION 2023-187 APPROVING A PROPOSAL FROM DATASAVERS INFORMATION
MANAGEMENT SOLUTIONS FOR DOCUMENT SCANNING IN AN AMOUNT NOT TO
EXCEED $30,000 BY WAY OF A PIGGYBACK PURCHASE TO THE STATE OF FLORIDA
DEPARTMENT OF MANAGEMENT SERVICES CONTRACT; AUTHORIZING EXECUTION;
AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the proposal from Datasavers
Information Management Solutions not to exceed $30,000 as a piggyback purchase to the State of
Florida Department of Management Services Contract.

CONSULTANT’S COMPETITIVE NEGOTIATION ACT (CCNA) APPROVED VENDOR, FOR
WORK ASSOCIATED WITH THE DOWNTOWN REVITALIZATION PROJECT; AUTHORIZING
EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves a proposal from
Manzie & Drake Land Surveying to perform work in an amount not to exceed $52,500 for the
Downtown Revitalization Project.
6.2 AWARD OF BID 23-29 – PROPUMP & CONTROLS, INC – RESOLUTION 2023-189
AWARDING INVITATION TO BID 23-29 FOR THE MUNICIPAL GOLF COURSE IRRIGATION
PUMP STATION IMPROVEMENTS TO PROPUMP & CONTROLS, INC IN AN AMOUNT NOT
TO EXCEED $272,200; APPROVING A BUDGET TRANSFER OF $22,200 WITHIN THE GOLF
DEPARTMENT BUDGET; AUTHORIZING EXECUTION; AND PROVIDING FOR AN
EFFECTIVE DATE. Synopsis: Awards ITB 23-29 to ProPump & Controls, Inc for the City of
Fernandina Beach Municipal Golf Course irrigation pump station improvements in an amount not to
exceed $272,200.00, and also approves a budget transfer.
6.3 SOLE SOURCE APPROVAL – STRYKER CORPORATION – RESOLUTION 2023-190
APPROVING STRYKER CORPORATION AS A SOLE SOURCE PROVIDER AND THEIR
PROPOSAL FOR MAINTENANCE OF FIRE DEPARTMENT LIFE SUPPORT CARDIAC
MONITORING DEVICES, AUTOMATIC CHEST COMPRESSION SYSTEMS, STRETCHERS,
AND STAIR CHAIRS; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE
DATE. Synopsis: Approves a ten-year proposal from Stryker for emergency medical supplies.
6.4 STATEWIDE MUTUAL AID AGREEMENT – RESOLUTION 2023-191 ADOPTING A
STATEWIDE MUTUAL AID AGREEMENT WITH THE STATE OF FLORIDA DIVISION OF
EMERGENCY MANAGEMENT; AUTHORIZING EXECUTION; AND PROVIDING FOR AN
EFFECTIVE DATE. Synopsis: Adopts the Statewide mutual aid agreement for disaster response.
6.5 PEMT REIMBURSEMENT PROGRAM PARTICIPATION – RESOLUTION 2023-192
AUTHORIZING PARTICIPATION IN THE STATE PROGRAM FOR MEDICAID
REIMBURSEMENT FOR PUBLIC EMERGENCY MEDICAL TRANSPORTATION (PEMT);
AUTHORIZING ANNUAL INTERGOVERNMENTAL TRANSFERS TO THE STATE OF
FLORIDA AGENCY FOR HEALTH CARE ADMINISTRATION IN AN AMOUNT NOT TO

Synopsis: Authorizes participation in Public Emergency Medical Transportation (PEMT) Medicaid
reimbursement program and allowing for an annual intergovernmental transfer, in an amount not to
exceed $50,000, to secure participation in the program.
6.6 PUBLIC ART PROGRAM PROCESS/GUIDELINES AMENDMENT – RESOLUTION 2023-193
AMENDING RESOLUTION 2013-112 BY AMENDING THE PROCESS/GUIDELINES FOR THE
PUBLIC ART PROGRAM AS RECOMMENDED BY THE ARTS AND CULTURE NASSAU
COMMITTEE; AND PROVIDING FOR AN EFFECTIVE DATE. Adopts amended guidelines for the
Art in Public Places Program.
6.7 SOLE SOURCE PURCHASE APPROVAL – EMPIRE PIPE & SUPPLY – RESOLUTION 2023-
194 APPROVING THE SOLE SOURCE PURCHASE OF MASTER METERS FROM EMPIRE PIPE
& SUPPLY FOR THE UTILITIES DEPARTMENT IN AN AMOUNT NOT TO EXCEED
$865,336.80; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the sole source purchase of Master Meters from Empire Pipe & Supply in an
amount not to exceed $865,336.80.
6.8 PUBLIC LANDS INVENTORY – RESOLUTION 2023-195 ADOPTING A PUBLIC LANDS
INVENTORY FOR PROPERTY TO WHICH THE CITY HOLDS A FEE SIMPLE TITLE
APPROPRIATE FOR AFFORDABLE HOUSING; PROVIDING FINDINGS; PROVIDING FOR
IMPLEMENTATION AND APPLICABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Establishes a public lands inventory consistent with Florida Statute 166.0451, also known as
the 2023 Live Local Act.
6.9 PROPOSAL APPROVAL – YBOR ALVAREZ SPORTS COMPLEX LAND RELEASE –
RESOLUTION 2023-196 APPROVING A PROPOSAL FROM THE CITY’S CCNA CONSULTANT
PASSERO ASSOCIATES LLC FOR PREPARATION OF DOCUMENTS ASSOCIATED WITH THE
RELEASE OF LAND AT THE AIRPORT FOR A NEW SOCCER COMPLEX; AUTHORIZING
EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves a proposal from
Passero Associates in the amount of $65,460.00 to assist the City in their application to the Federal
Aviation Administration (FAA) for release of lands to build a new soccer complex.
