PRESENTATION – PROPOSED FY 2024/2025 BUDGET Interim City Manager Jeremiah Glisson will provide a presentation regarding the proposed FY 2024/2025 budget.

RESOLUTIONS
5.1
AMENDING RESOLUTION 2024-100 COLOGIX US INC. RESOLUTION 2024-100
APPROVING THE COLOGIX US, INC. PURCHASE AGREEMENT FOR SERVER COLOCATION
AND CLOUD STORAGE FOR DISASTER RECOVERY IN AN AMOUNT NOT TO EXCEED
$34,488 $35,288 FOR THE INITIAL YEAR; AUTHORIZING THE INTERIM CITY MANAGER TO
TERMINATE THE CITY’S AGREEMENT WITH THE ARCO GROUP FOR THE SAME
SERVICES; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Amending Resolution 2024-100 to account for an additional service from Cologix US, increasing the total annual purchase amount by $800.00.

AMELIA RIVER WATERFRONT PARK FINAL DESIGN, PERMITTING, AND
CONSTRUCTION – RESOLUTION 2024-126 ADOPTING THE AMELIA RIVER WATERFRONT
PARK, KNOWN AS PARKING LOTS C AND D, FINAL DESIGN, PERMITTING AND
CONSTRUCTION PHASES OF PROJECT #24050; APPROVING A BUDGET TRANSFER; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the Amelia River Waterfront Park Final Design, permitting, and construction phases of Project #24050; approving a budget transfer from the Capital Expansion Fund Reserve account, 3107200 59990 in the amount of $2,000,000 into the Capital Expansion Fund, Parks and Recreation Improvements account, 3107200 56300 to fund Project #24050.

CITY SEAL USE APPROVAL – NONPARTISAN “CANDIDATE FORUM & TOWN HALL”
RESOLUTION 2024-127 APPROVING USE OF THE CITY SEAL FOR THE NONPARTISAN
“CANDIDATE FORUM & TOWN HALL” OUTREACH MATERIALS IN 2024; AND PROVIDING
FOR AN EFFECTIVE DATE. Synopsis: Approves use of the City seal for the nonpartisan “Candidate Forum & Town Hall” outreach materials. This citizen-organized “Candidate Forum & Town Hall” is slated to take place September 11, 2024, at the Atlantic Avenue Recreation Center Joan Bean Auditorium.

FRANCHISE AGREEMENT THIRD AMENDMENT – AMELIA HISTORIC TOURS, LLC –
RESOLUTION 2024-128 APPROVING THE THIRD AMENDMENT TO THE NON-EXCLUSIVE
FRANCHISE AGREEMENT WITH AMELIA HISTORIC TOURS, LLC TO UPDATE TOUR
ROUTES OFFERED AND FARES; ALLOWING FOR REGULATORY SIGNAGE AT THE PICK-
UP POINT; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the Amelia Historic Tours, LLC Franchise Agreement Third Amendment by adding additional tour offerings, changing their rates, providing for their pick-up point signage to be visible from both directions.

AMENDING CITY COMMISSION RULES OF PROCEDURE AGENDA ITEMS
RESOLUTION 2024-129 AMENDING THE CITY COMMISSION RULES OF PROCEDURE BY
MODIFYING PROVISIONS RELATED TO PLACEMENT OF ITEMS ON THE CITY
COMMISSION REGULAR MEETING AGENDAS; AND PROVIDING FOR AN EFFECTIVE
DATE. Synopsis: This Resolution proposes amendments to the City Commission Rules of Procedure to modify how items are placed on Regular Meeting agendas.

AMENDING CITY COMMISSION RULES OF PROCEDURE – WORKSHOPS – RESOLUTION
2024-130 AMENDING THE CITY COMMISSION RULES OF PROCEDURE BY PROVIDING FOR
PUBLIC COMMENTS AT CITY COMMISSION WORKSHOP MEETINGS; AND PROVIDING
FOR AN EFFECTIVE DATE. Synopsis: This Resolution proposes amending the City Commission Rules of procedure designating the first Tuesday of each month be reserved for Commissioner Workshops and allowing for public comment for at least fifteen minutes at these Workshops.

COMPREHENSIVE PLAN TEXT AMENDMENT – CENTRAL BUSINESS DISTRICT (CBD)
DENSITY REDUCTION – ORDINANCE 2024-09 AMENDING THE COMPREHENSIVE PLAN
POLICY 1.07.10 (D) TO REDUCE THE DENSITY OF THE CENTRAL BUSINESS DISTRICT
(CBD) FROM THIRTY-FOUR (34) DWELLING UNITS PER ACRE TO EIGHTEEN (18)
DWELLING UNITS PER ACRE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE. Synopsis: Amends the Comprehensive Plan to reduce net density.

LAND DEVELOPMENT CODE TEXT AMENDMENTS – CENTRAL BUSINESS DISTRICT
(C-3) DENSITY REDUCTION ORDINANCE 2024-10 AMENDING THE LAND
DEVELOPMENT CODE POLICY 4.01.01 DENSITY AND HOUSING TYPES TABLE TO REDUCE
THE DENSITY OF THE CENTRAL BUSINESS DISTRICT (C-3) FROM THIRTY-FOUR (34)
DWELLING UNITS PER ACRE TO EIGHTEEN (18) DWELLING UNITS PER ACRE; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Amends the Land Development Code to reduce net density.

PLACES, BY AMENDING ARTICLE III, ART IN PUBLIC PLACES, BY AMENDING SECTION
70-151 DEFINITIONS; BY AMENDING SECTION 70-152 PROGRAM ADMINISTRATION;
AMENDING SECTION 70-153 OWNERSHIP AND MAINTENANCE; AMENDING SECTION 70-
154 ART IN PUBLIC PLACES FUND; PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR AN EFFECTIVE DATE. Synopsis: Moves administration of the Art in Public Places Program
from Arts and Culture Nassau to a shared responsibility between the Parks & Recreation Advisory Committee and the Historic District Council.

A THREE (3) MINUTE TIME LIMIT MAY BE IMPOSED FOR ALL SPEAKERS (EXCEPT IN A QUASI-JUDICIAL HEARING). A “REQUEST TO SPEAK” FORM IS AVAILABLE ON THE COUNTER AT THE ENTRANCE TO THE COMMISSION CHAMBERS. THE FORM SHOULD BE GIVEN TO THE CITY CLERK UPON COMPLETION.
THE MAYOR WILL DETERMINE THE ORDER OF THE SPEAKERS AND MAY IMPOSE MORE RESTRICTIVE TIME LIMITS.
ONE PERSON WILL SPEAK AT A TIME AND ADDRESS COMMENTS TO THE MAYOR, NOT INDIVIDUAL CITY COMMISSION MEMBERS.
THE CITY COMMISSION MAY ASK QUESTIONS OF SPEAKERS WHO WILL HAVE ONE MINUTE TO RESPOND. ADDITIONAL TIME MAY BE GRANTED AT THE DISCRETION OF THE MAYOR OR BY A MOTION BY THE CITY COMMISSION.
SPEAKERS MAY FILE COPIES OF THEIR REMARKS WITH THE CITY CLERK WHO WILL MAKE THEM AVAILABLE TO THE COMMISSION.
MULTI-MEDIA PRESENTATIONS MUST BE SUBMITTED TO THE CITY CLERK NO LATER THAN THE FRIDAY BEFORE THE MEETING.
FERNANDINA BEACH CITIZENS WILL SPEAK BEFORE NONRESIDENTS AND SPEAKERS WILL LIMIT REMARKS TO THE SPECIFIC SUBJECT MATTER.
DISCUSSION – DIRECTION – ACTIONS ITEMS MAY BE ACTED UPON BY THE CITY COMMISSION BY EITHER A MOTION AND VOTE IN ACCORDANCE WITH ROBERTS RULES OF ORDER, OR BY A CONSENSUS OF THE CITY COMMISSION.
PURSUANT TO RESOLUTION 95-32, IF AN ITEM IS NOT ON THE AGENDA IT REQUIRES A FOUR-FIFTHS VOTE OF THE CITY COMMISSION DECLARING THE ITEM AN EMERGENCY BEFORE ACTION CAN BE TAKEN.
QUASI-JUDICIAL – DENOTES THAT THE ITEM MUST BE CONDUCTED AS A QUASI-JUDICIAL HEARING IN ACCORDANCE WITH CITY COMMISSION ESTABLISHED PROCEDURE AND FLORIDA STATUTES. ANY PERSON WISHING TO APPEAL ANY QUASI-JUDICIAL DECISION MADE BY THE COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT SUCH MEETING OR HEARING WILL NEED A RECORD OF THE PROCEEDINGS, AND,
