EXPANSION ITEMS DELETIONS TO AGENDA
RESOLUTION(S)
A.
Approve a Proclamation expressing support for the Gullah/Geechee Cultural Community Trust, Inc.’s grant application to the State of Florida’s Division of Historical Resources for the Abandoned African American Cemeteries Grant; and authorize the Chairman to sign a letter of support as needed for their grant application.

CONSENT ITEMS – If any board member wishes to move a Consent Item to New Business, please do so now. Does any member of the public want to speak on a Consent Item?
B.
Approve and authorize the Chairman to sign the Deletion From Inventory Form for the 2019 John Deer Motor Grader, with buy-back guarantee discount in the amount of $99,500, and authorize the County Manager to sign a Requisition to Dobbs Equipment, LLC for $286,055 for the purchase of a 2023 John Deer 620G Motor Grader.
C.
Approve and authorize the Chairman to sign the Community Oriented Policing Services (COPS) Grant and associated Budget Transfer in the amount of $500,000, and authorize staff to accept the grant electronically. 
D.
Approve and authorize the Chairman to sign the Certificate of Public Convenience & Necessity to RG Ambulance Service, Inc. DBA Century Ambulance Service, for nonemergency, non-911 calls for service, except as requested by Nassau County Fire Rescue, with the expiration date of December 31, 2024.
E.
Approve and authorize the Chairman to sign Contract No. CM3557, with Microsoft Corporation, for Microsoft Licensing Renewal in the amount of $353,173.08 for a three-year period.
F.
Approve and authorize the Chairman to sign Contract No CM3501, with Pond & Company, Inc., for Continuing Contract for Professional Architectural and Engineering Services not to exceed $2,000,000 for a three-year period.
G.
Approve and authorize the Chairman to sign Contract No. CM3502, with ETM Surveying & Mapping, Inc. for Continuing Contract for professional surveying and mapping services not to exceed $2,000,000 for a three-year term.
H.
Approve and authorize the Chairman to sign Contract No. CM3527, with Colliers International Holdings (USA), Inc for Continuing Contract for Professional Land Appraisal Services not to exceed $2,000,000 for a two year period.
I.
Approve and authorize the Chairman to sign Contract No. CM3531, with Universal Engineering Sciences, LLC for Continuing Contract for Geotechnical and Material Testing Engineering Services not to exceed $2,000,000 for a three-year term.
J.
Approve and authorize the Chairman to sign Contract No. CM3490, with Environmental and Geotechnical Specialists, Inc. for Continuing Contract for Geotechnical and Material Testing Engineering Services not to exceed $2,000,000 for a three-year term.
K.
Approve and authorize the Chairman to sign Contract No. CM3492, with KCI Technologies, Inc., for Continuing Contract for Professional Construction Engineering Services not to exceed $2,000,000 for a three-year term.
L.
Consider the following: 1) sponsor the 2023 Yulee Holiday Parade and waive associated special event permit fee; and 2) authorize the Chairman to sign the Temporary Closing of State Road form as required by the Florida Department of Transportation for temporary closure of US 17 from Pages Dairy Road to Hamilton Street. 
M.
Sheriff’s Business – Approve and authorize the Chairman to sign the Equitable Sharing and Certification Agreement and Certification.
N.
Clerk of Courts Business: Accept into the record  by the Board the various warrants/wires and disbursements pursuant to F.S. Chapter 136.06(1).

Approve the Local Hosing Assistance Plan (LHAP) with the new strategy added and technical revisions.
P.
Authorize Chairman to sign a Financial Action Form for Usage of Impact Fees for Fire Station 30.
Q.
Approve and authorize the Chairman to sign Contract No. CM3521, with the State of Florida Department of Health for the operation of the Nassau County Department of Health for Contract Year 2023-2024.
R.
Consider a Resolution delegating authority to the Managing Director of the Amelia Island Tourist Development Council (AITDC) to recommend on behalf of the AITDC, contracts for marketing expenditures of $100,000 or less; and consistent with the County’s Procurement Policy, further delegate authority to the County Manager to execute contracts for expenditures of $100,000 or less upon the recommendation of the AITDC Managing Director.
S.
Consider a Resolution Delegating authority to the County Manager to execute all agreements, contracts, licensing agreements, amendments, and related documents including any applications to acquire the necessary insurance in order to implement the Nassau County Bicentennial Celebration.

LEGISLATIVE PUBLIC HEARINGS – The following matters under consideration are legislative matters, and the Non-Quasi-Judicial Procedures will be utilized for the following: County Attorney to read the procedures.

Amendment to Chapter 18, Motor Vehicles, Modifying Provisions for Golf Carts 
U.
Consider DSAP23-002, an Ordinance of the Nassau County Board of County Commissioners adopting the Detailed Specific Area Plan (DSAP)#2 Development Order for the East Nassau Community Planning Area, established under Chapter 163, Florida Statutes; Providing for Findings of Facts and Conclusions of Law; Providing for Development Conditions; Providing for Legislative Findings; Providing for an Effective Date. District 3.

QUASI-JUDICIAL PUBLIC HEARINGS – The following matters under consideration are Quasi-Judicial matters, and the Quasi-Judicial Procedures will be utilized for the following: County Attorney to read the procedures.
V.
Consider R23-008, the rezoning of approximately 1.66 acres, located on the north side of SR 200, between Brady Point Road and Pine Grove Place, from Open Rural (OR) to Commercial, General (CG). Application filed Calypso Commercial Holdings LLC, Owner, and Elizabeth Moore, Agent. District 1.
W.
Consider R22-013, the rezoning of approximately 206.16 acres, at the terminus of Hendricks Road, with additional access off Richards Drive, Karen Walk, and Catalina Drive, from Open Rural (OR) to Residential Single-Family 2 (RS-2). Application filed by Patriot Ridge LLP, Owner, and Greg Matovina, Agent. District 2.


COUNTY MANAGER’S BUSINESS – Any business to come before the Board.

Review and amend the County Manager contract based on exhibited performance and review of comparable agencies.

Provide direction to review and bring back recommendations to amend Ordinances and Agreements related to the administration and management of the Tourist Development Tax.
