What bills passed… |
To We the People – Throughout the recent legislative session (January 9 to March 8), I personally tracked number of bills (more than 25) which primarily focused on on the topics We the People tend to highlight during our meetings: children and education, election integrity, and state banks / bouillon repositories.Now that the dust has settled (and now that I’m back from my 2-week spring break in CA), I have finally had a chance to assess how all these bills ended up. Categorized below are the bills I tracked by outcome (i.e. Bills approved or vetoed by Governor; bills signed by officers and presented to the governor; Bills ordered engrossed / enrolled; Bills that died).Please note in the list below that the final status (as stated at FLSenate.gov) of some bills tracked is listed as “Ordered engrossed, then enrolled.”According to FlSenate.gov/Reference/Glossary, the definitions of an Engrossed Bill and an Enrolled Bill are as follows: |
Engrossed Bill
The version of a measure that incorporates adopted floor amendments. The revision is done in the house of origin and engrossed under the supervision of the Secretary of the Senate or the Clerk of the House.
Enrolled Bill
A Senate or House measure approved by both houses and signed by the legislative officers, which is sent to the Governor for action and transmittal to the Secretary of State or filed directly with the Secretary of State. The bill is enrolled in the house of origin under the supervision of the Secretary of the Senate or the Clerk of the House.
Regarding engrossed / enrolled bills, according to LegiScan.com/governor-deadlines-effective-dates:
After the legislative branch passes a change to existing law the executive branch becomes involved. During session this is largely ceremonial as new bills become law without any action on the Governor, where the only executive response is to veto the bill in part or in whole.
Bills passed near the end of legislative session may allow more time for executive action, where inaction still often results in the bill becoming law, though there are exceptions as noted below.
After being set on the road to becoming law a new set of deadlines appear for when the changes of the bill take effect. This is often specified in the bill text itself, though there are fallback rules and dates outlined below.
As such, here is a broad overview of the deadlines for how quickly a governor must act, the default result of inactivity and when a bill becomes effective unless vetoed. This is a generalized view and some specific details such as excluding Sundays or Holidays, and emergency clauses are omitted for brevity and clarity.
LegiScan goes on to list the default action and number of days in which actions become effective. The actions and dates for Florida are as follows:
- During Session: 7 days; Default action: Law
- After Session: 15 days; Default action: Law – 60 days after adjournment unless otherwise specified.
