![]() Has North Korea’s Kim Jong Un totally lost his mind? Or are Western intelligence agencies simply out to lunch? On Wednesday, September 6, the Dear Leader took part in the official launch of North Korea’s first “operational tactical nuclear attack submarine.” What? I just re-read the Director of National Intelligence’s 2023 Threat Assessment, which is supposed to warn Congress (and the American people) of this type of development, and I can’t find a word in there to suggest a new North Korean submarine armed with nuclear missiles. Nor can I find anything about Kim’s additional claims, that he will soon be deploying nuclear-tipped cruise missiles, and nuclear-capable underwater drones, all with the goal of vaporizing a U.S. fleet sent to South Korea in the wake of a North Korean attack (as in the 1950s). The public version of the DNI report reads as follows:”North Korea is using its nuclear-capable missile program to try to establish strategic dominance over South Korea and U.S. forces in the region by pursuing missiles probably aimed at defeating missile defenses on the peninsula and the region and issuing threats to militarily respond to any perceived attacks against its sovereignty.” Now, if you were generous, you might conclude that those are weasel words to allow the U.S. Intelligence Community (USIC) to later claim, see, we told you so. But there is no mention of a submarine, or a nuclear-tipped naval drone, so I’m sorry, that’s a big miss. Other photos, taken facing Kim, show that he is on a quai about six feet from the launch ramp as the submarine departs the shipyard. This is the kind of event that is just too big to miss. So where was the USIC? Maybe they’re still looking for Russian interference in the 2016 election. To me, if Kim’s claims are even 10% true, this is a game-changer. It means that he has succeeded in miniaturizing his nuclear warheads, and that he has mastered solid-fuel missile technology, which is actual “rocket science.” It means that he has become the master of the Korean Peninsula, and the France of the China-Russia alliance. (To understand that reference, please read p141 of my latest book, And the Rest is History, which talks about the strategic ambiguity the independent French nuclear deterrent added to Soviet nuclear war-fighting calculus). Kim plans to meet Putin in the near future, and if the USIC hasn’t yet figured out what the two will be discussing, I can enlighten them: Cold War munitions for Russia, New World Order technology for North Korea. North Korea helps Russia fight in Ukraine, while Russia helps North Korea built new strategic weapons so it can challenge (and possibly defeat) the United States in Asia and beyond. I think you’ve guessed by now my answer to the rhetoric question up top: our guys and gals are out to lunch.
