4. PROCLAMATIONS / PRESENTATIONS
4.1 PRESENTATION – NASSAU HUMANE SOCIETY – Nassau Humane Society Executive Director Dionna Sowers will present the “City Commission Dog of the Month.”
4.2 PRESENTATION – OATH OF OFFICE – CHIEF OF POLICE – City Clerk Caroline Best will
administer the Oath of Office to Chief of Police Jeffrey Tambasco.
4.3 PROCLAMATION – “EMILY ADKINS BLOOD CLOT AWARENESS MONTH” – Recognizes
the month of November as “Emily Adkins Blood Clot Awareness Month.” Adkins family members will be in attendance to accept the Proclamation.
4.4 PROCLAMATION – “RIGHT WHALE MONTH” – Recognizes November 2023, as “Right Whale Month.” Amelia Island Whale Ambassadors Candis Whitney and Deb Strobel will be in attendance to accept the Proclamation.
4.5 PROCLAMATION – “TRANSGENDER DAY OF REMEMBRANCE” – Recognizes November 20,
2023, as “Transgender Day of Remembrance” to honor the lives of those who might otherwise be forgotten. Fernandina Beach Pride members Jordan Morris, Pedro Tamayo, Genece Minshew and Paula Gendreaube will be in attendance to accept the Proclamation.
4.6 PROCLAMATION – “VETERANS DAY” – Recognizes November 11, 2023, as “Veterans Day”. Members of the American Legion Post 54 and Veterans of Foreign Wars Post 4351 will be in attendance to accept.
4.7 PRESENTATION – WASTE MANAGEMENT – Representatives from Waste Management will
provide their annual report and a brief overview of the upcoming contractual changes.

5.1 BUDGET AMENDMENTS – VARIOUS DEPARTMENTS – RESOLUTION 2023-197
APPROVING AMENDMENTS TO THE BUDGET FOR FISCAL YEAR 2022/2023; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the transfer of funds in various
Departments and various accounts in the FY 2022/2023 budget to ensure expenditures do not exceed the budget on a line-by-line basis.
5.2 BUDGET AMENDMENT – GOLF COURSE – RESOLUTION 2023-198 APPROVING A BUDGET AMENDMENT WITHIN THE GOLF COURSE IN FISCAL YEAR 2023/24; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Authorizes a transfer within the Golf Course budget to accommodate for salary and benefits for a full-time Executive Chef.
5.3 SOLE SOURCE PURCHASE APPROVAL – BARNEY’S PUMPS INC. – RESOLUTION 2023-199
APPROVING THE SOLE SOURCE PURCHASE OF HOMA SUBMERSIBLE PUMPS FROM
BARNEY’S PUMPS INC. FOR THE UTILITIES DEPARTMENT IN AN AMOUNT NOT TO
EXCEED $65,728; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.
Synopsis: Approves the sole source purchase of three Homa pumps in an amount not to exceed $65,728 from Barney’s Pumps Inc.
5.4 SOLE SOURCE PURCHASE APPROVAL – OVIVO USA, LLC – RESOLUTION 2023-200
APPROVING THE SOLE SOURCE PURCHASE OF A H3BV07 GEARBOX FROM OVIVO USA,
LLC FOR THE UTILITIES DEPARTMENT in an amount not to exceed $71,600.00; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the sole source purchase of a H3BV07 Gearbox from Ovivo in an amount not to exceed $71,600.
5.5 PROPOSAL APPROVAL – CONCRETE CONSERVATION, LLC – RESOLUTION 2023-201
APPROVING A PROPOSAL FROM CONCRETE CONSERVATION, LLC FOR MANHOLE
REHABILITATION BY WAY OF A PIGGYBACK AGREEMENT TO JEA CONTRACT #JEA11198
IN AN AMOUNT NOT TO EXCEED $55,000; AUTHORIZING EXECUTION; AND PROVIDING
FOR AN EFFECTIVE DATE. Synopsis: Approves the proposal from Concrete Conservation, LLC to provide manhole rehabilitation services in an amount not to exceed $55,000 by way of a piggyback agreement to JEA Contract #JEA11198.
5.6 LEASE AMENDMENT AND EXTENSION – AMELIA RIVER EXCURSIONS, INC. –
RESOLUTION 2023-202 APPROVING THE THIRD AMENDMENT TO THE LEASE
AGREEMENT WITH AMELIA RIVER EXCURSIONS, INC AND ANCHOR AMELIA
ADVENTURES, LLC TO REPLACE THE VESSEL “MISS KIERAN” WITH A LARGER VESSEL
“THE PRINCESS AMELIA”; AUTHORIZING EXECUTION; AND PROVIDING FOR AN
EFFECTIVE DATE. Synopsis: Approves the third amendment to the lease for Amelia River Excursions, allowing for a larger vessel.
5.7 FDOT GRANT AGREEMENT ACCEPTANCE – TAXIWAY A REHAB – RESOLUTION 2023-
203 AUTHORIZING APPROVAL AND EXECUTION OF PUBLIC TRANSPORTATION GRANT
AGREEMENT (PTGA) #427545-2-94-24 WITH THE FLORIDA DEPARTMENT OF

FERNANDINA BEACH MUNICIPAL AIRPORT; AUTHORIZING EXECUTION; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts an FDOT grant of $10,000 for costs associated with the design phase of the Taxiway A Rehabilitiation project.
5.8 FDOT GRANT AGREEMENT ACCEPTANCE – AIRPORT STORM WATER DRAINAGE
IMPROVEMENTS – RESOLUTION 2023-204 AUTHORIZING APPROVAL AND EXECUTION
OF PUBLIC TRANSPORTATION GRANT AGREEMENT (PTGA) #432756-2-94-24 WITH THE
FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR FERNANDINA BEACH
MUNICIPAL AIRPORT STORM WATER DRAINAGE IMPROVEMENTS; AUTHORIZING
EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts an FDOT grant in the amount of $140,000 for stormwater drainage improvements at the Airport.
5.9 FDOT GRANT AGREEMENT ACCEPTANCE – HANGAR B APRON REHABILITATION –
RESOLUTION 2023-205 AUTHORIZING APPROVAL AND EXECUTION OF PUBLIC
TRANSPORTATION GRANT AGREEMENT (PTGA) #444411-1-94-01 WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE REHABILITATION OF THE BULK
HANGAR B APRON FERNANDINA BEACH MUNICIPAL AIRPORT; AUTHORIZING
EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts an FDOT grant in the amount of $450,000 for the rehabilitation of the bulk Hangar B apron at the Airport.
5.10 HANGAR B APRON REHABILITATION – PASSERO WORK ORDER 23-106 – RESOLUTION
2023-206 APPROVING WORK ORDER 23-106 FROM THE CITY’S AIRPORT CONSULTANT,
PASSERO ASSOCIATES, LLC, FOR THE ENGINEERING DESIGN, GEOTECHNICAL
INVESTIGATION, AND BID PHASE SERVICES FOR THE REHABILITATION OF THE BULK
HANGAR B APRON; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE
DATE. Synopsis: Approves a Work Order with the City’s airport engineer in the amount of $28,825 for the grant-funded rehabilitation of the bulk Hangar B apron.

6.1 INTERLOCAL AGREEMENT – PROPERTY TAX COLLECTIONS – RESOLUTION 2023-207
APPROVING AN INTERLOCAL AGREEMENT WITH THE NASSAU COUNTY PROPERTY
APPRAISER AND NASSAU COUNTY TAX COLLECTOR FOR USE OF PROPERTY TAX
COLLECTIONS TO FUND TANGIBLE PERSONAL PROPERTY VERIFICATION SERVICES;
AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Adopts
an interlocal agreement with the Property Appraiser and Tax Collector for use of the property tax collections to fund personal property verification services for the City of Fernandina Beach.
6.2 VOLUNTARY ANNEXATION AGREEMENT – 886 CURNUTTE DRIVE – RESOLUTION 2023-
208 APPROVING THE EXTENSION OF WATER AND WASTEWATER SERVICES OUTSIDE
THE CORPORATE LIMITS; ACCEPTING THE VOLUNTARY ANNEXATION PETITION FOR
ONE PARCEL CONTAINING APPROXIMATELY 0.95 ACRES OF LAND LOCATED AT 886
CURNUTTE DRIVE OWNED BY NICK A. REVOREDO; AUTHORIZING EXECUTION; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Authorizes the extension of water and
wastewater services to the property owners identified whose property is located at 886 Curnutte Drive, Parcel Number: 00-00-30-0050-000B-0080, and also approves the Voluntary Annexation Petition.
6.3 VOLUNTARY ANNEXATION AGREEMENT – 791 GROVE PARK CIRCLE – RESOLUTION
2023-209 APPROVING THE EXTENSION OF WASTEWATER SERVICES OUTSIDE THE
CORPORATE LIMITS; ACCEPTING THE VOLUNTARY ANNEXATION PETITION FOR ONE
PARCEL CONTAINING APPROXIMATELY 0.29 ACRES OF LAND LOCATED AT 791 GROVE
PARK CIRCLE OWNED BY ROSE ANN WILLIAMS; AUTHORIZING EXECUTION; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Authorizes the extension of wastewater services to the property owner identified whose property is located at 791 Grove Park Circle, Parcel Number: 00-00-30-0270-0001-0010, and also approves the Voluntary Annexation Petition.

7.1 AMENDING ORDINANCE 2023-09 – RIGHT-OF-WAY VACATION – PORTION OF CESSNA
LANE – ORDINANCE 2023-47 AMENDING ORDINANCE 2023-09 TO CLARIFY THAT THE
CITY DOES NOT WISH TO CONTINUE MAINTAINING THE ROADWAY AT A PORTION OF
CESSNA LANE BETWEEN AIRPORT ROAD AND AMELIA ISLAND PARKWAY; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the
vacation of a portion of Cessna Lane, public right-of-way totaling approximately 0.28 acres of land between Airport Road and Amelia Island Parkway.
7.2 MASTER FEE SCHEDULE AMENDMENT – GOLF COURSE, SANITATION SERVICES,
AND UTILITIES – ORDINANCE 2023-48 ESTABLISHING AND AMENDING FEES FOR THE
GOLF COURSE, SANITATION, AND WATER FOR FY 2023/2024; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the amended Master Fee Schedule consisting of the new Sanitation rates per the Waste Management franchise agreement effective January 2024, corrects an omission in water utility fees relating to fire lines, and modifies the rates for the Lighthouse Driving Range at the Golf Course for Fiscal Year 2023/2024.

8.1 COMMISSIONER COMPENSATION – ORDINANCE 2023-40 AMENDING ORDINANCE 2011-21 BY PROVIDING FOR AN INCREASE IN THE ANNUAL SALARY TO THE CITY
COMMISSIONERS FROM $12,000 TO $18,000; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Increases the salary for City Commissioners from$12,000 to $18,000 annually.
