AMENDING RESOLUTION 2022-215 – LEGISLATIVE PRIORITY RECOMMENDATION AND SUPPORT – SETTING FORTH LEGISLATIVE PRIORITIES FOR STATE OF FLORIDA FISCAL YEAR 2023/2024;AUTHORIZING THE CITY MANAGER OR CITY COMMISSION DESIGNEE TO PURSUE FUNDING FOR LEGISLATIVE PRIORITIES; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the amended legislative priorities as approved by the Commission at their December 6, 2022, Regular Meeting.
FACILITIES USE AGREEMENT – DRIVING DYNAMICS, INC. – RESOLUTION 2022-218 APPROVING A FACILITIES USE AGREEMENT WITH DRIVING DYNAMICS, INC. FOR THE USE OF AIRPORT PROPERTY TO CONDUCT AN ADVANCED CORPORATE DRIVER SAFETY TRAINING EVENT; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves a Facilities Use Agreement with Driving Dynamics, Inc. for an advanced corporate driver safety training event at the Fernandina Beach Municipal Airport.

AGREEMENT NEGOTIATION – RFP #22-08 – RESOLUTION 2022-219 AUTHORIZING CONTRACT NEGOTIATIONS WITH WASTE MANAGEMENT FOR THE COLLECTION AND DISPOSAL OF GARBAGE AND RECYCLING; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts the recommendation of the Evaluation Committee for RFP #22-08 Solid Waste Collection and Recycling Services and authorizes the City Manager and City Attorney to negotiate a franchise agreement with Waste Management Inc. of Florida.
LEASE NEGOTIATIONS – ATLANTIC SEAFOOD PROPOSED CONCEPTUAL BUILDING – RESOLUTION 2022-220 AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO NEGOTIATE A NEW LEASE FOR A PORTION OF CITY-OWNED PROPERTY IN THE VICINITY OF S. FRONT AND ASH STREETS; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Authorizes the City Manager and City Attorney to negotiate a new lease for a portion of City-owned property in the vicinity of S. Front Street and Ash Street.
REQUEST FOR QUALIFICATIONS- RESOLUTION 2022- 221 APPROVING A REQUEST FOR QUALIFICATIONS FOR THE REDEVELOPMENT OF CITY-OWNED PROPERTY AT THE AMELIA RIVER WATERFRONT; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Authorizes City Manager to prepare and publish a Request for Qualifications to redevelop property identified as Parcel ID 00-00-31-1760-0025-001L.
PROPOSAL APPROVAL – KUDZUE 3 TRUCKING, INC. – RESOLUTION 2022- 222 APPROVING A PROPOSAL FROM KUDZUE 3 TRUCKING, INC., IN AN AMOUNT NOT TO EXCEED $735,000, FOR THE RESURFACING OF CITY STREETS AND PARKING LOTS; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the proposal from Kudzue 3 Trucking, Inc. for resurfacing as detailed in the Streets Resurfacing Plan in an amount not to exceed $735,000.
PROPOSAL APPROVAL – JAX UTILITIES MANAGEMENT, INC. – RESOLUTION 2022-223  APPROVING A PROPOSAL FROM JAX UTILITIES MANAGEMENT, INC., IN AN AMOUNT NOT TO EXCEED $30,000, FOR CONCRETE WORK ALONG WATERFRONT LOT B; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves a proposal from Jax Utiliites Management, Inc. for concrete work along the western portion of Parking Lot B in an amount not to exceed $30,000.
CESSNA LANE RELEASE AND PURCHASE AND SALE AGREEMENT – RESOLUTION 2022-224 ACCEPTING A DEED OF RELEASE OF RESTRICTIONS FROM THE FAA FOR SURPLUS PROPERTY; APPROVING A PURCHASE AND SALE AGREEMENT FOR THE SALE OF SURPLUS AIRPORT LAND KNOWN AS “CESSNA LANE” RUNNING NORTH AND PERPENDICULAR TO AIRPORT ROAD AND BISECTING PRIVATE PROPERTY WITH NO FURTHER USEFUL PURPOSE TO THE CITY; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts the FAA’s release of restrictions and approves the sale of the property known as “Cessna Lane” to First Coast Moving and Storage Co.
DEED OF DEDICATION FOR CONSERVATION LAND – RESOLUTION 2022-225  ACCEPTING A DEED OF DEDICATION FOR 0.06 ACRES OF VACANT LAND TO ADD TO THE CITY’S CONSERVATION ACREAGE; REQUIRING THE DEED TO BE RECORDED; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Accepts a deed of dedication from the Hyatt’s to add conservation acreage within the city limits.
BLACKWATER CONSTRUCTION SERVICES – CHANGE ORDER #8  RESOLUTION 2022-226 APPROVING CHANGE ORDER #8 WITH BLACKWATER CONSTRUCTION SERVICES FOR THE CONSTRUCTION OF THE FIRE STATION AT THE AIRPORT RELATING TO MODIFICATIONS TO THE TRAINING ROOM; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the Change Order in the amount of $1,388.00 for construction of the Fire Station at the Airport.
