Nassau Board of Commissioners Approve $195,000 For Expansion of Hilliard’s Water System; Approved Modifications to SHIP Local Housing Assistance Plan (LHAP)

YULEE, FLORIDA—The Nassau Board of Commissioners approved $195,000 (Agenda I) for the expansion of Hilliard’s Public Water System at its Monday, Jan. 27 meeting.  Motion: Jeff Gray. Second: Klynt Farmer. Pass: 5-0. Also approved $2,024 (Agenda A) to design and project manage a shared use path at Yulee Elementary on Felmor Road (along Hwy 1).

Approved Modifications to Local Housing Assistance Plan (LHAP) Strategy-Purchase Assistance without Rehabilitation

Assistant County Manager Marshall Eyerman made a presentation (Agenda J) of the SHIP Local Housing Assistance Plan (LHAP) that is working with the nonprofit Habitat for Humanity that helps families build and improve places to call home. The organization’s mission says: “We believe affordable housing plays a critical role in strong and stable communities.”

The housing plan was originally approved by the Nassau County Board of Commissioners on June, 2024. The SHIP Program encourages building active partnerships between government, lending institutions, builders and developers and non-for-profit and community-based housing providers and service organizations developing affordable housing and acting as advocates for low-income persons. Nassau County is expected to receive almost $1.1 million for 2024-2025 and a similar amount for 2025-26, and 2026-27. All county funds are restricted for use only in Nassau County.

Ranking priority is given to Special Needs Households and Essential Services Personnel (ESP) based on a scale of very low (not to exceed an award of $103,000); low (not to exceed an award of $86,000), and moderate income (not to exceed an award of $69,000). The loan term is for 10 years and interest rate is 0 percent. Emergency repair loans are for 5 years and maximum award is $20,000. The maximum award for new construction is $150,000 per unit for four bedrooms, $100,000 for three bedrooms, and $50,000 for two bedrooms. The program has guidelines for paint and low-flow water fixtures. The program also has money available for rental housing.

Other New Business:

  • Approved the Florida Department of Emergency Management Watershed Planning Program Grant Application (Agenda G) for the Nassau River Basin Watershed Master Plan. Motion: Jeff Gray. Second: John Martin. Pass: 5-0

According to Commissioner Gray: “This will help reduce insurance rates for the citizens of Nassau County.”

  • Approved the Florida Department of Emergency Management Watershed Planning Program Grant Application (Agenda H) for the St. Mary Basin Watershed Master Plan. Motion: John Martin. Second: Klynt Farmer. Pass: 5-0.
  • Cancelled the Wednesday, March 19 (9 a.m.) Nassau County Board of Commissioners Meeting (Agenda K) at the James S. Page Governmental Complex, 96135 Nassau Place, Yulee.  The Nassau County Board of Commissioners will still meet on the two Mondays of the month: March 10 and 24 at 2 p.m. and will have Winter Strategy Meetings on March 13-14th.

Margaret K.: “I applaud items G & H (on the agenda). We need data regarding our typography and hydrology and projections for rainfall so the citizens can make appropriate decisions for themselves, families and the community at large.”

Approve Requests For 2025 Amelia Island Concours d’Elegance (March 4-9)

  • Considered the 2025 Amelia Island Concours d’Elegance (Agenda E) use of Peters Point Beachfront Parking and Scott Road Beachfront Parking and approval of temporary closing of State Road Permit for A1 A/S Fletcher Avenue.
  • Considered a request from Omni Amelia Island to use Burney Park on Tuesday, March 4 thru Sunday, March 9 (Agenda F) for overflow parking and shuttle service for the Gooding & Company auction being held in conjunction with the 2025 Amelia Island Concours d’Elegance.

Other Commission Actions:

  • Approved and authorized (Agenda B) with the proposed Maxine Street development between Nassau County, Nassau County School District and Georgia’s MPS Properties, LLC.
  • Approved and authorized (Agenda C) the proposed Cook Yulee development between Nassau County, Nassau County School District and WRC Cook Yulee, LLC.
  • Approved and authorized (Agenda D) the proposed Wildlight Parcel 5D development between Nassau County, Nassau County School District and CND-Wildlight, LLC.
