YULEE, FLORIDA—The $1.2 million contract (Agenda L)  between the Nassau County Department of Health and Florida Department of Health was signed for the 2024-25 year at the Oct. 28 Nassau County Board of Commissioners meeting.

Preliminary Design For County Road 107/State Road 200 For $750,000 Approved

The $750,000 contract (Agenda E) between the Florida Department of Transportation and Nassau County for the preliminary design and engineering for widening and intersection improvements on County Road 107 and State Road 200 was approved.

Shrimp Fest Slated May 1-4, 2025

Downtown Fernandina Beach will be the site of the Isle of Eight Flags Shrimp Festival parade from May 1-4, 2025. The cost for this event is $25,000. Total income generated from the Shrimp Festival is approximately $408,000 with the total economic impact of people attending the Shrimp Fest estimated at $15,234,600 with $11,541,400 in direct spending. This includes 25,830 overnight visitors and day trippers and an estimated 9,600 nights in hotels, motels and vacation rentals while attending Shrimp Fest which includes 54 percent visitors and 46 percent locals.

Sponsorship Agreement For Keep Nassau Beautiful To Host The Wild Amelia Nature Festival Approved

Tourist Development Tax revenues (Agenda C) will help sponsor Keep Nassau Beautiful as it hosts and promotes the Wild Amelia Nature Festival for $15,000 from May 9-17, 2025.  Motion: Huppmann. Second: Farmer.

Nassau Council Of Arts & Culture Designated As Local Arts Agency For Nassau County

The Nassau Council of Arts & Culture has been designated (Agenda G) as the Local Arts Agency for Nassau County. They will serve as the focal point for working to improve the appreciation, awareness, and cultural opportunities for all the arts in the community. They may also be eligible for funds collected through the sale of specialty plates through the Florida Arts License Plate Program. Motion: Huppmann. Second: Farmer.

The Nassau Council of Arts & Culture, a nonprofit corporation has worked with 24 non-profits the past three years and received six letters of support. Some of its most recent activities include: working with Vision 2050, active participation in the North East Florida Fair, Nassau County Library, and the Nassau County travelling History Exhibit and established the Arts Leader Forum in 2022 (which includes 25 nonprofit arts and culture organizations in Nassau County).

Other Board Actions:

  • Approved a sale agreement with Gloria Evans for the purchase price of $600,000 (Agenda O) for a property located at 43111 Freedom Drive in Callahan as part of Phase 1 of the Thomas Creek Implementation Plan. Motion: Farmer. Second: Huppmann.
  • Approved a sale agreement with Kathleen Nichols for the purchase price of $302,950 (Agenda N) for a property located at 43111 Freedom Drive in Callahan as part of Phase 1 of the Thomas Creek Implementation Plan. The total project funding is $2.8 million with $1.4 million coming between Nassau County and the Department of Environmental Protection with Nassau County’s matching funds originating from the Capital Improvement Plan ($1 million) and the Work In-Kind ($400,000). Motion: Farmer: Second: Huppmann.
  • Approved $50,000 for fund dune walkover #30 repair (Agenda M) for Amelia Island Beach Renourishment for 2024-2025. Motion: Huppmann. Second: Farmer.

Animal Shelter Business:

  • 44 cats (shelter) and 62 cats (foster).
  • 95 dogs (shelter) and 91 dogs (foster). Adoption fee for dogs waived till Nov. 30.

Municipal Service Taxing and Benefit Units:

Nassau County Board of Commissioners heard a presentation on a Municipal Service Taxing Unit (MSTU)–a tax based on the value of the property and a Municipal Service Benefit Unit (MSBU) is a service charge based on a special assessment.

Nassau County has two active MSTUs: Nassau County Services for County planning, fire control, building and zoning, animal control and sheriff’s department and Amelia Island Beach Renourishment.  Nassau County has one inactive MSTU: South Amelia Island Renourishment Facilities.

Nassau County has two active MSBUs: South Amelia Island Shore Stabilization; and Amelia Concourse for road improvements. Nassau County has two inactive MSBUs: Pirates Woods for Road Improvements; and Landfill Services.

Nassau County officials seek to abolish inactive units and restructure the code to codify general procedures for the establishment of MSBUs and ratify and affirm active units not previously included in the Code of Ordinances at two future meetings on Nov. 18 and Dec. 9.
